fix：优化了dropdown的弹窗

- ActionDropdown.vue：位置计算调整，优先向右展开并增加 8px 间距，减少遮挡左侧内容；下拉全局互斥仍保留。
  - 账户页面：列表下拉/卡片已无“请求时间线”入口，只保留详情弹窗顶部按钮。
